Congress draws a blank in Council bypolls across four states

Congress failed to win any of the 28 Legislative Council seats that went to bypolls in Karnataka, Bihar, Maharashtra and Uttar Pradesh. It contested 12, including four it previously held. The biggest blow came in ruling Karnataka, where it lost all four seats. In Bihar, Prashant Kishor's party won Darbhanga Teachers' seat, while Congress skipped UP entirely.
