MPs warn UK settlement rules risk care shortages and 'second Windrush'

MPs have warned that Home Secretary Shabana Mahmood's new settlement rules, under which most legal migrants would wait 10 years and some 15 years for permanent status, risk causing staff shortages in health and social care. They also cautioned that the changes could lead to a second Windrush scandal.
