958 new civil servants in limbo as OBC creamy layer row stalls training

The Foundation Course at LBSNAA Mussoorie for 958 candidates who cleared the UPSC Civil Services Exam 2025 has not begun, the first such stall since Independence. Service allocation is also on hold after the Centre sought clarification on the Supreme Court's March 11 ruling on OBC creamy layer equivalence. The court reserved its order on September 24.
